Russia and Laos Deepen Cooperation: Sign Nuclear Energy and Pandemic Prevention MOUs

(Moscow, 1st) Russia and Laos yesterday signed seven cooperation documents covering nuclear energy development, public health and epidemic prevention, legal mutual assistance, and education, further solidifying the two countries’ strategic partnership.

According to TASS, the series of agreements were signed during the official visit to Russia led by Laotian President Thongloun Sisoulith. The most notable of these is the roadmap for nuclear cooperation formulated between Russian state atomic energy company Rosatom and the Lao Ministry of Industry and Trade, marking the beginning of deep collaboration in nuclear technology.

In the public health sector, Anna Popova, head of the Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing, and Lao Foreign Minister Saleumxay Kommasith signed a memorandum of understanding, including joint research on infectious diseases, epidemic prevention materials and technical support, personnel training, and participation in international health affairs.

The memorandum aims to stabilize Russia’s domestic health situation while enhancing Laos’ capacity for epidemic prevention, in response to global public health challenges.

In addition, both sides also signed an agreement on mutual legal assistance in criminal cases, reflecting the deepening of their judicial cooperation.

In the fields of education and environmental protection, Moscow and Vientiane also signed five memoranda of understanding, including cooperation on water resource protection, secondary education exchange, health and epidemic control, as well as academic exchange agreements between MGIMO (Moscow State Institute of International Relations) and Laos National University and Institute of International Relations.

Russian President Vladimir Putin personally welcomed President Thongloun and his delegation, reiterating the long-standing friendship between the two countries and the broad prospects for future cooperation.
