Leadership Drives Vision: Second Defense Minister Promotes Innovative Policies

(Brunei, 24th) In a rapidly changing world marked by growing uncertainty and continuous technological advancement, leadership relies on constant assessment and adjustment to pursue the ‘Brunei Vision 2035’.
We must dare to formulate new policies that align with today's realities, ensuring they are in full harmony with the ‘Brunei Vision 2035’. This steadfast dedication is at the core of vibrant governance.
Pehin Halbi, Minister at the Prime Minister's Office and Second Minister of Defense, delivered a speech at the closing ceremony of the 20th Executive Development Program (EDP) for Senior Government Officials in Public Policy and Management, held at the Ministry of Defense Officers’ Mess.
The Minister stated that it is equally important to lead with emotional intelligence, culture, and ethical conduct, which reflects the essence of the Malay Islamic Monarchy (MIB) philosophy, highlighting that leadership manifests not only through strength and efficiency but also through service to nation, religion, and the people.
He noted that Brunei’s senior officers, with their vision, discipline, compassion, and resilience, possess unique advantages in a rapidly changing global landscape, enabling the defense of national sovereignty, maintenance of stability, and driving the country toward the ‘Brunei Vision 2035’.
The Minister indicated that the rapid development of artificial intelligence (AI) also presents opportunities for data-driven planning and management, allowing for scenario simulation, outcome prediction, and the formulation of more effective policies at remarkable speed.
However, the Minister emphasized that we must embrace a robust ethical framework, ensuring that convenience never outweighs justice.
In his speech, the Minister also mentioned improvements to program modules and expressed gratitude for the continued close cooperation between the Lee Kuan Yew School of Public Policy (LKYSPP) and the Ministry of Defense.
The Minister stated that the EDP program is no longer just a course, but a platform for reflection and reshaping of the Civil Service (CS) workforce, inspiring principled, strategic, and forward-looking leaders.
The Minister further noted that the 20th EDP series is a milestone initiative in shaping CS leadership and management capabilities, as well as advancing the nation’s goals for the Brunei Vision 2035.
