Second Finance Minister: E-Invoice Enters Third Phase with Over 560 Million Invoices Incorporated Into the System

(Kuala Lumpur, 23rd) Second Finance Minister, Datuk Seri Amir Hamzah, pointed out that according to data from the Ministry of Finance, the e-invoice initiative has now reached its third phase, covering taxpayers with an annual turnover between RM5 million and RM25 million, involving over 102,800 taxpayers. A cumulative total of 563 million e-invoices have already been incorporated into the system, reflecting a positive response.
He stated this in his speech at the flag-off ceremony for the "Large-Scale E-Invoice Nationwide Roadshow" on Tuesday morning.
He said that e-invoices can improve operational efficiency for enterprises, strengthen the completeness of business documents and records, and reduce issues such as forgery, loss of documents, and mismanagement. Previously, these weaknesses often obstructed micro, small, and medium-sized enterprises (MSMEs) from obtaining financing or seeking government assistance.
He stated that the government has heard MSMEs’ concerns regarding technology adoption and readiness in terms of knowledge, and therefore decided to extend the mandatory implementation timeline while adding two more phases: the fourth phase, starting from January 1, 2026, will apply to businesses with annual turnover above RM1 million up to RM5 million; the fifth phase, starting from July 1, 2026, will apply to businesses with annual turnover not exceeding RM1 million.
"At the same time, the government has also raised the exemption threshold for e-invoices from an annual turnover below RM150,000 to RM500,000, benefiting more micro and small businesses and helping them avoid extra costs or technological burdens. However, the government still encourages them to participate voluntarily to support the nation's digitalization objectives."
He added that the government is also providing a six-month grace period, allowing businesses to first use "consolidated e-invoices" to handle transactions, during which no fines will be imposed. This will give businesses flexible space to gradually adapt to the system.
He emphasized that the Ministry of Finance and the Inland Revenue Board (IRB) will continue to provide support to taxpayers and will, through the e-invoice roadshow events, enhance MSMEs’ awareness and understanding of the new system.
"The fourth phase is expected to involve over 130,000 taxpayers. I hope this initiative will bring real benefits to them."
He finally urged taxpayers to prepare early and not wait until the last minute to implement e-invoicing. If challenges are encountered, they can seek assistance from the government or the IRB. The government also welcomes constructive feedback from industries, associations, and professional bodies, to push for better implementation.

The IRB Continues Nationwide Briefings

On another note, IRB CEO Datuk Abu Tariq stated that the implementation of e-invoices in the fourth and fifth phases will mainly cover micro, small, and medium-sized enterprises (MSMEs). To this end, the IRB continues to hold briefings and consultation services across the country to ensure businesses smoothly adapt during the transition period.
He said the current roadshow is an important strategic move by the IRB, not only providing continuous guidance and support but also allowing officers to gain in-depth understanding of the challenges faced by MSMEs, and offer direct explanation and guidance.
"The roadshow will be held at 38 locations nationwide simultaneously, with over 1,000 front-line officers participating, expected to visit more than 7,000 business premises. At least 18 free briefing sessions will also be organized. We have also set up 38 service counters and are promoting the use of e-invoices via briefings and online seminars, including the MyInvois portal and application."
He emphasized that implementing e-invoices is not an additional burden, but a step towards the future and a key measure to facilitate business operations. It will help increase voluntary taxpayer compliance and ensure smooth and comprehensive implementation of the system.
"I would like to thank the industry and media for actively disseminating accurate information and supporting this government initiative. The e-invoice program will not only benefit the country and the business community, but also bring long-term advantages to all its people."
