In Putao Garden Village, Taishitun Town, Miyun District, Beijing, heavy rain on the 28th caused widespread flooding in the village, trapping some residents. Local villagers organized themselves, using mud-loading vehicles to assist firefighters in rescuing trapped residents by boat, and safely transferring them to temporary shelters.

According to CCTV News, villagers from Putao Garden Village, Taishitun Town, Miyun District said: "In this area, the few of us have almost finished evacuating everyone. We are all local people, we have loaders, we have boats, and there are even people who are very good at swimming and know this area very well. We started organizing rescues ourselves. One person evacuated three boatloads in this area, saving 17 lives. Another person used a loader to carry people out more than 10 times, rescuing over 80 lives. The firefighters are not familiar with the terrain, so we lead the way for them."
