Continuous heavy rainfall in Hebei, Beijing, and other provinces and regions has led to severe floods. On the evening of the 28th, General Secretary of the Communist Party of China Xi Jinping issued instructions, pointing out that persistent heavy rains in North China and other regions have triggered disasters, resulting in major casualties and property losses in the aforementioned areas. In addition to carrying out flood control and disaster relief work, all regions and relevant departments must also "fully press for the fulfillment of political responsibilities" and implement flood control measures.

According to reports from Xinhua News Agency, Xi Jinping stated that recently, East China, North China, Northeast China, and other regions have continuously experienced heavy rainfall, causing floods and geological disasters, resulting in significant casualties and property losses in Beijing, Hebei, Jilin, Shandong, and other places. It is necessary to carry out all flood control, emergency rescue, and disaster relief work in a solid manner, make every effort to search for and rescue missing and trapped persons, decisively evacuate and resettle people threatened by disasters, and minimize casualties to the greatest extent possible.

Xi Jinping pointed out that China is currently in the critical period of flood control known as "late July and early August" (“seven down, eight up”). All regions and relevant departments should firmly establish the mindset of "bottom-line thinking and extreme thinking," fully press for the fulfillment of political responsibilities, implement and refine all flood control measures, closely monitor and guard against weak links and key areas, scientifically deploy rescue forces and disaster relief materials, and ensure "the first response and the first disposal at the earliest possible time" when unexpected emergencies occur, making every effort to safeguard the lives and property of the people.

In addition to Xi Jinping, Chinese Premier Li Qiang also issued instructions, pointing out that the rainstorm and flood disaster in Miyun District of Beijing has caused significant casualties. Every effort should be made to search for missing persons and properly resettle affected people, striving to minimize casualties as much as possible.

Li Qiang mentioned that recently, some areas in North China have experienced continuous heavy rainfall. The national flood control headquarters of China should guide relevant localities to further strengthen the prevention and response to rainstorm and flood disasters, improve the monitoring and early warning of extreme weather, enhance inspections and risk checks of rivers, reservoirs, embankments, and urban waterlogging hazards, timely relocate people at risk, and effectively ensure the safety of people's lives and property.
