Huang Qingxing: Must Apply Before Publishing SJKC Allocations—Deputy Education Minister's Answer Contradicts Budget Principles

MCA Senator Datuk Huang Qingxing continues to press the Ministry of Education regarding the allocation amount for all Chinese primary schools (SJKC) nationwide for 2026. However, Deputy Education Minister Wong Kah Woh responded that SJKC must "apply first" before the ministry will announce the allocation amount. This explanation is not only illogical, but has also aroused doubts within the Chinese community.

Yesterday (11th), during the Education Ministry's wrap-up session in the Dewan Negara, Huang Qingxing emphasized that the Chinese community is highly concerned about next year's SJKC allocation arrangement. This issue was not only the focal point at the recent MCA General Assembly, but was also personally raised by DAP Puchong MP Yeo Bee Yin at a public event on October 14.

"At the time, Yeo Bee Yin clearly pointed out that to avoid causing public misunderstanding or speculation, the government should clearly state the details of each school's allocation."

Huang Qingxing stated in a press release on Friday that the Deputy Minister's current answer of "apply first, then announce the allocation" obviously does not match the principles of the federal budget, and is hard for the Chinese community to accept.

"The core of a budget is to pre-list the allocation amount for the coming year. Whether administrative or development allocations, all must be clearly stated in the budget. How can schools be expected to apply without any allocation amount as the premise?"

He emphasized that schools must plan maintenance and development projects based on the allocation. If even the basic budget amount is not decided, it leaves schools and school boards at a loss.

Huang Qingxing urged the Ministry of Education to announce the actual allocation number for SJKC in 2026 as soon as possible to avoid unnecessary confusion and to give the Chinese community a clear, transparent, and accountable explanation.
