The Ministry of Water Resources of China has initiated a Level IV flood defense emergency response for the five provinces (municipalities) of Henan, Hubei, Chongqing, Sichuan, and Shaanxi.
According to China News Service, the emergency response was launched at 12 p.m. on Saturday (August 9), while maintaining the Level IV flood defense emergency response for the provinces of Anhui and Gansu.
Meteorological authorities have forecasted that from the 9th to the 11th, there will be heavy to torrential rain, with some areas experiencing exceptionally heavy rainfall, in Sichuan, Chongqing, Anhui, central and southern Henan, eastern Hubei, southern Gansu, and southern Shaanxi. As a result, the main stream and tributaries of the upper Yangtze River — including the Minjiang, Tuojiang, and Jialing rivers — the Han River, the four rivers in eastern Hubei, the main stream and southern tributaries of the upper and middle Huai River, as well as the Huang River, Shiguan River, and Pi River, will experience significant rises in water levels. Some small and medium-sized rivers in the area affected by the heavy rains may experience floods above the warning level.
On the morning of the 9th, the Ministry of Water Resources held a consultation to further arrange and deploy flood and heavy rainfall defense work. Li Guoying, Vice Commander of the National Flood Control and Drought Relief Headquarters and Minister of Water Resources, requested that relevant regional water authorities and related river basin management bodies enhance emergency monitoring and on-duty shifts, conduct rolling monitoring and forecasting of rainfall and water conditions, issue timely warnings, dispatch water projects in a scientific and precise manner, implement safety measures for reservoirs and water projects under construction during the flood season, prepare for local urban waterlogging incidents, focus on the defense of floods in small and medium-sized rivers and mountain torrent disasters, and relocate people from danger zones in advance to ensure safety.
