On the 24th, China’s Ministry of Commerce announced that 14 EU entities have been added to its export control list. Beijing has imposed a ban on these 14 EU entities as a countermeasure after the EU's 21st round of Russia-related sanctions included 14 Chinese and Hong Kong companies.
The announcement by China’s Ministry of Commerce stated that, in accordance with the 'Export Control Law,' 'Regulations on the Control of Dual-Use Items Export,' and other relevant laws, and in order to safeguard national security and interests as well as fulfill international non-proliferation obligations, it has decided to add 14 EU entities, including the Rafael Group, to the export control list, effective immediately.
The notice specifies a ban on export operators exporting dual-use items to these 14 entities; foreign organizations and individuals are also prohibited from transferring or providing dual-use items of Chinese origin to these entities, and any ongoing related activities must cease immediately. In special circumstances where an export is truly necessary, the exporting operator must apply to the Ministry of Commerce.
A spokesperson for China’s Ministry of Commerce stated that on the evening of the 23rd Beijing time, the EU officially released its 21st round of sanctions against Russia, which included 14 Chinese and Hong Kong companies on its sanctions list. In response to this 'egregious action' by the EU and in accordance with relevant laws and regulations, China has decided to include 14 EU entities on its export control list.
The EU's 21st round of Russia-related sanctions plan has added 218 new sanction targets, including 48 individuals and 170 entities, covering areas such as energy, financial services, cryptocurrency, and trade.
The spokesperson for the Chinese Mission to the EU, in response to the EU’s 21st round of Russia sanctions listing Chinese companies, addressed media queries by stating that China firmly opposes the EU’s 'shifting of blame', slandering and smearing China over the Ukraine crisis, and firmly opposes the EU’s unwarranted list sanctions. China urges the EU to immediately correct its wrongful actions and to actually maintain the overall interests of China-EU relations.
