Currently, 20 provinces and nearly 80% of coordinated regions in China have implemented direct payment of maternity allowances to individuals.
On Monday (September 1), China's National Healthcare Security Administration announced on its website that since June, provinces including Hebei, Zhejiang, Jilin, Yunnan, and Henan have successively implemented direct payment of maternity allowances to individuals throughout their provinces. Sichuan Province has also recently issued an official notice that, starting from September 1, the entire province will implement direct disbursement of maternity allowances to individuals.
The announcement stated that the National Healthcare Security Administration continues to coordinate and promote direct payment of maternity allowances to individuals, effectively enhancing the sense of gain and satisfaction among the public.
At present, the 20 provinces nationwide—including Hebei, Shanxi, Inner Mongolia, Jilin, Heilongjiang, Shanghai, Zhejiang, Fujian, Shandong, Henan, Hubei, Hainan, Chongqing, Sichuan, Yunnan, Tibet, Gansu, Qinghai, Ningxia, and Xinjiang Production and Construction Corps—are all fully implementing direct payment of maternity allowances to individuals, covering nearly 80% of coordinated regions.
Some provinces and cities, including Beijing, still distribute maternity allowances to work units.
In addition, on July 28, China released the “Childcare Subsidy System Implementation Plan”, deciding that starting January 1, 2025, subsidies will be issued for children under the age of three who are born in compliance with laws and regulations: each child will receive 3,600 yuan (RMB, about 2,123 Ringgit) per year until the child turns three years old.
