(Miri, 30th) Miri Mayor Yu Xiaoshan emphasized that any illegal expansion and business activities conducted in residential areas or inappropriate locations are considered illegal acts, and the City Council will take action according to the standard operating procedures (SOP).
He made this statement during a media interview.
He said that actions by the City Council are often initiated based on public complaints, as illegal expansions create a variety of problems, including traffic congestion, noise pollution, air and wastewater pollution, as well as negative impacts on the neighborhood environment.
"For example, in the Tsuba area, some food outlets have illegally expanded, leading customers to park indiscriminately and causing traffic jams, as well as generating noise and discharging greasy wastewater, all of which affect the lives of nearby residents."
He pointed out that such illegal operations not only cause trouble for the environment and community but also affect the rental demand in legal commercial areas. "Some people run food, building materials, heavy machinery, or nursery businesses at home, directly hitting the business needs of legal shoplots."
Mayor Yu explained that although some operators may claim to hold other types of licenses, all business activities must obtain a business license issued by the City Council, otherwise they are illegal.
He said some people would complain about why only they are being targeted while others are not. But illegal acts are illegal, just as the police cannot stop arresting one thief simply because there are other thieves who haven’t been caught.
Regarding the City Council’s enforcement procedures, he said that after receiving complaints, the Council will first issue a notice requiring the operators to stop illegal activities; if there is no improvement, then further enforcement will be taken after a set period, including fines or prosecution.
He reiterated that many people mistakenly believe the City Council is not taking action, but enforcement is a process. Some cases even have to go through legal procedures, so it takes a longer time. Nevertheless, illegal expansions and business activities will definitely be dealt with.
