KESUMA Strengthens Comprehensive Intervention Measures To Tackle Job Losses

PUTRAJAYA, April 16 (Bernama) -- The Ministry of Human Resources (KESUMA) has comprehensively strengthened its intervention measures to address job losses and maintain the well-being of the country's workforce.

It said in a statement today that the efforts are being implemented through reskilling and upskilling training programmes focused on future skills, such as automation, e-commerce and digital technology, via Technical and Vocational Education and Training (TVET) and the MyMahir platform under TalentCorp.

It added that the ministry has also intensified job matching through the MYFutureJobs portal and the organisation of targeted career carnivals in Selangor and Kuala Lumpur, in addition to implementing early intervention with at-risk employers to avoid mass layoffs.

"This approach is to ensure job transitions can be implemented faster, thereby minimising the unemployment period and preserving the well-being of the country's workforce,” it added.

The ministry said it has taken note of media reports on the increase in job-loss cases concentrated in Selangor and Kuala Lumpur for March this year, with current data showing 5,900 layoffs in Malaysia in March, a reduction of 21.3 per cent compared to 7,500 cases the previous month.

"Although the overall total shows a downward trend, the concentration of cases in Selangor and Kuala Lumpur is in line with the position of the two states as the country's main economic hubs with a high workforce density,” it said.

At the same time, the labour market is showing signs of growth, with job opportunities rising to around 107,000 vacancies in March, reflecting the continued resilience of the domestic economy.

As the agency responsible for workers’ social security protection, KESUMA said the Social Security Organisation (Perkeso) remains committed to safeguarding the welfare of affected workers through the implementation of initiatives under the Employment Insurance Scheme (SIP).

In addition, KESUMA, through the Department of Labour (JTK) and the Department of Industrial Relations (JPP), has implemented strategic intervention measures to protect the welfare of workers facing termination of service.

"The JTK is strictly monitoring this process by requiring employers to report any proposed layoffs at least 30 days in advance through the submission of the Termination Form (Form PK). Failure by employers in complying with this directive is an offence under Section 63 of the Employment Act 1955, Section 59 of the Sabah Labour Ordinance (Sabah Cap 67) and Section 60 of the Sarawak Labour Ordinance (Sarawk Cap 76),” it added.

As such, the ministry stressed that the government is continually taking proactive and forward-looking measures to ensure a balance between labour market stability and worker welfare, particularly amid global economic uncertainties that can affect certain sectors.
