Classes Suspended in Philippine Capital and Over Ten Provinces Due to Heavy Rainfall, Over 5 Million Affected

On the 17th, the Philippine presidential palace issued an executive order announcing that all schools in Metro Manila and twelve other provinces would suspend in-person classes. Relevant government agencies and factories are also adjusting their work and production schedules to cope with the onslaught of heavy rainfall.

The Philippine weather bureau issued the highest-level "red rainfall warning" for Metro Manila on the same day, alerting that the region is experiencing extremely severe and dangerous flooding. Residents in low-lying and riverside areas are urged to evacuate immediately.

In addition, the Philippine Civil Defense Agency reported on the 17th that as of that day, a total of 5.08 million people nationwide have been affected, with a large number of buildings damaged. According to previous data released by the Civil Defense Agency, at least 50 cities and towns nationwide have officially declared a state of calamity, the majority of which are located on Luzon Island.

Due to the combined influence of Typhoons 'Dolphin' and 'Whale' with the southwest monsoon, many parts of the Philippines have recently been hit by continuous heavy rainfall, triggering severe floods and landslides. Areas severely affected include northern and western Luzon Island and the capital region, Metro Manila.
