Public Service Reform Achieves Initial Success, San Su: Points Deduction System Evaluated as Fair and Objective

The adjustment of civil servants' salaries through the Public Service Salary System (SSPA), the establishment of the Anti-Corruption Perception Index Task Force, and the launch of the Malaysian Checkpoints and Border Agencies are some of the initial achievements of the public service reform agenda to date.

Government Chief Secretary Tan Sri San Su Ahzri noted that other achievements of the public service reform agenda include the signing of the "Malaysia Public Service Resolution Kuala Lumpur Declaration" on November 24, 2024. This is the first time in the country's history that all state governments have signed and implemented a public service reform commitment nationwide.

"Additionally, since September 20, 2024, we have implemented the requirement to sing the national anthem and recite the national principles to enhance the patriotism and loyalty of civil servants. Meanwhile, starting from this month, we have introduced the Deduction Evaluation of Executive Performance (DEEP) system for evaluating supervisors more fairly and objectively."

He mentioned this in his speech at the Prime Minister's Department's regular monthly assembly in January 2025, attended by Prime Minister Datuk Seri Anwar and Deputy Prime Minister Datuk Seri Ahmad Zahid.

San Su Ahzri pointed out that on November 24, 2024, the government implemented bureaucratic reform (RKB) and regulation testing through a directive.

"As of December 17, 2024, a total of 47 projects have been completed, including shortening approval processes that originally took several months to just a few days. Additionally, local authority integrity units increased from 49 to 102, a growth of 35%."

Regarding the achievements of the government under Anwar, he mentioned that from January to September 2024, total digital economy investments valued at 254.7 billion Ringgit were approved, successfully creating 159,000 jobs.

He said that under Anwar's leadership, Malaysia continues to achieve significant economic feats, attracting several international tech giants to invest in the country, including Microsoft with 10.5 billion Ringgit, NVIDIA and YTL Group with 20 billion Ringgit, and Oracle with 27 billion Ringgit.

Furthermore, the Ringgit performed the best in the Asian region, while the Retirement Fund Incorporated (KWAP)'s net income soared 34-fold to 9.7 billion Ringgit.

He stated that as of August 2024, the inflation rate remained at a controllable level of 1.9%, while the National Investment Agency (PNB) announced a dividend of 5.75%, the highest level in five years.

San Su Ahzri also expressed his determination to support the vision and goals of public service through various existing mechanisms and channels.

"The Strategic Reform Task Force (STAR) that I chair, which includes all secretaries-general and officers, is assisted by every department's Chief Reform Officer (CRO). We will do our utmost to ensure that all planning, execution, monitoring, and evaluation, including subsequent actions and follow-up measures, can proceed smoothly."
