KUCHING: Sarawak is set to table its State Ownership Policy in the 2026 State Budget during the State Legislative Assembly (DUN) sitting beginning November 24.
Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg said the policy would establish a clear framework for professionalising asset management and improving coordination.
He said it would also ensure that state-owned enterprises (SOEs) contribute fully to Sarawak’s long-term priorities.
“Equally important in driving Sarawak’s economic and social progress are Sarawak’s SOEs.
“These institutions are central to our development agenda to support high-value industries and strategic infrastructure, while catalysing new sectors that create jobs, opportunities and long-term value for our people.
“The effectiveness of our SOEs, however, depends on the support, coordination and oversight provided by the Sarawak Civil Service.
“Through disciplined planning, clear policy direction, and strong governance frameworks, the Civil Service ensures that SOEs operate efficiently, transparently and in alignment with Sarawak’s long-term development goals, maximising their contribution to the rakyat,” he said when officiating at the Public Service Day 2025 at the Borneo Convention Centre Kuching (BCCK) today.
Complementing this, Abang Johari said a Corporate Governance Code for SOEs would also be introduced to reinforce accountability, efficiency and performance.
He noted that the state’s SOEs had already produced clear results, citing PETROS, Sarawak Energy Bhd, and the newly formed SMD Semiconductor, as examples.
He said these SOEs played a central role in strengthening Sarawak’s institutional capacity, supporting long-term growth, and ensuring the state remained competitive across the energy, industrial and technology sectors.
“Looking ahead, our SOEs must continue generating sustainable financial returns, delivering public value, and fostering stronger collaboration with the private sector to unlock greater economic opportunities,” he added.
As such, the Premier stressed that the Sarawak Civil Service would play a central role in enabling this by facilitating partnerships, streamlining processes, and providing strategic oversight to ensure that every initiative delivers tangible benefits for Sarawak’s communities.
He cited that through disciplined execution by the Sarawak Civil Service, well-governed SOEs and strong collaboration with the private sector, Sarawak is building a coordinated ecosystem that accelerates high-value industrial growth and advances sustainable development.
“This approach also strengthens shared prosperity, ensuring that every policy and investment translates into real and measurable improvements for the people,” he said.
