Iranian Foreign Minister: Iran-US Memorandum of Understanding May Be Signed Within Days

Iranian Foreign Minister Araghchi stated that once Iran and the US complete the final phase of negotiations, the memorandum of understanding will be signed and made public immediately.

He pointed out that the first phase will be signed remotely via electronic means, “which may happen within the next few days.”

In a program broadcast on Iranian radio and television on the evening of the 12th, he said the current negotiation framework under discussion is divided into two phases. The first phase focuses on ending conflict and restoring regional stability, while the second phase will launch formal talks on the nuclear issue and related topics.

He stated that the Iranian side is highly vigilant regarding the US side's ability and willingness to fulfill its commitments, and that a phased arrangement and strict enforcement mechanisms will be implemented to prevent the other party from breaching the agreement.

He emphasized that the memorandum has not yet been formally signed and the relevant contents may still be adjusted. The Iranian side will disclose specific details after final confirmation. If its contents are not implemented, negotiations for the final agreement cannot proceed.

Ceasefire on all fronts

Araghchi indicated that the Iran-US memorandum of understanding under negotiation stipulates a ceasefire on all fronts, including within Lebanon. The Iranian side has clearly informed the other party that reaching an agreement requires Israel to withdraw troops from southern Lebanon. According to current discussions, the United States will pledge not to proactively launch war or threaten with force; Iran and the US will mutually respect sovereignty and refrain from interfering in each other’s internal affairs.

He said: “We will never leave Lebanon isolated and unsupported.”

Hormuz Strait shipping services will be charged

Araghchi pointed out that the removal of the US maritime blockade on Iran is one of the primary and most emphasized issues in the memorandum.

He stated that sovereignty over the strait belongs to Iran and Oman, both of which have long been responsible for ensuring navigation safety and providing related services. In the future, the strait’s management mechanism will be adjusted and will not simply revert to the pre-war model; shipping services will be charged. Iran is coordinating with Oman on this, and a joint plan is expected to be announced soon.

Frozen overseas assets will be gradually unfrozen

Araghchi said that if the memorandum is finally signed, Iran's frozen overseas assets will be gradually unfrozen. On the issue of war compensation, both sides are discussing a plan for reconstruction and economic development.

Only accept on-site dilution of enriched uranium stockpiles

Araghchi stated that Iran has not yet made any substantive decisions on the nuclear issue. This topic will be addressed in follow-up negotiations. However, Iran insists that if existing high-enriched uranium stocks need to be processed, the only acceptable way is to dilute them within Iran, rather than transferring them abroad.
