Regarding the new edition of Taiwan's All-Out Defense Handbook, China's Taiwan Affairs Office stated that the handbook's purpose is to peddle war anxiety and scare and coerce the public.
At a routine press briefing on Wednesday (September 24), Chen Binhua, spokesperson for the Taiwan Affairs Office, said that the Democratic Progressive Party (DPP) authorities stubbornly adhere to a separatist 'Taiwan independence' stance, attempting to 'seek independence by force' and 'rely on foreign countries for independence,' continuously escalating cross-strait hostility and confrontation, and seriously undermining peace and stability in the Taiwan Strait. He said the authorities have racked their brains to concoct and issue this booklet with the goal of peddling war anxiety and scaring and coercing the people of Taiwan, calling these methods despicable and intentions sinister.
Chen Binhua stated: "We cherish peace, but will never tolerate 'Taiwan independence' separatism. We hope that the vast number of Taiwan compatriots, from the perspective of national interests and their own safety and well-being, will firmly oppose 'Taiwan independence' provoking war, and join us in safeguarding peace and stability in the Taiwan Strait and protecting our shared homeland on both sides of the strait."
On September 16, Taiwan released the third edition of its All-Out Defense Handbook, which for the first time gave clear guidance to the public on what to do when encountering enemy troops and emphasized that any messages suggesting "Taiwan's surrender" are false information.
The handbook outlines a variety of scenarios that Taiwan may face, including severed undersea cables, cyberattacks, enemy inspection of Taiwanese ships as a prelude to conflict, and full-scale invasion. The handbook emphasizes that Taiwan is continuously subjected to disinformation attacks, warning that "hostile foreign forces" may exploit deepfake videos and local collaborators, using false information to divide and weaken Taiwan's resolve.
