(Bandar Seri Begawan, 12th) The Speaker of the National Assembly, Pehin Abdul Rahman, delivered important insights regarding the culture of debate and deliberation at the closing of the Parliament session.
He pointed out that deliberation is not merely a process of discussion—it is an exalted value and core culture of the assembly. It teaches us to listen with open hearts, respect differing viewpoints, and seek consensus for the benefit of the people.
“Islamic cultural heritage and values have long been the foundation of our governance and decision-making, just as the teachings of the consultative assembly (Shura) advocate—making decisions by mutual consultation and consensus. Such decisions become more sacred and are more readily accepted by all parties.”
“In the face of increasingly complex challenges and changes, it is precisely this spirit of deliberation that will—and must—continue to serve as the catalyst for fair and mature decision-making to benefit all.”
“I urge all esteemed lawmakers to continue to uphold this spirit in every discussion, so that this committee remains renowned for its ability to reach consensus. The maturity of a committee is not measured by uniformity of opinion, but by its willingness to listen, consider arguments, and, when necessary, improve proposals for better outcomes.”
Of course, differences of opinion among members are normal and beneficial, as is the case for any well-functioning legislative body. The Speaker explained that what matters is how these differences are received and discussed—with openness, fact-based arguments, and respectful attitudes—and not with emotion. This demonstrates that the committee is able to properly manage differences so as to achieve the best outcomes for the people.
“I hope all esteemed members will continue to foster an open, constructive, and mutually respectful atmosphere of debate in this chamber. This is the true hallmark of an institution’s maturity—that even in difference, there is a willingness to seek consensus for the common good.
“For this reason, I believe the Council should now review comprehensive reforms to ensure institutional continuity and effectiveness—including modernization of procedures and support systems, as well as mechanisms for knowledge transfer between existing and new members.”
Finally, let us reaffirm our unwavering loyalty to His Majesty the Sultan of Brunei—to uphold His Majesty’s sovereignty, authority, and leadership with absolute loyalty, sincerity, and a sense of duty.
