Brunei Launches New Digital Transformation Blueprint: Towards Building a Digital Nation by 2030

(Bandar Seri Begawan, 4th) The Brunei Digital Council has announced the launch of the “Digital Brunei 2030: Digital Brunei Transformation Plan” as a national-level digital development blueprint, charting the course for Brunei’s digital advancement toward 2030.

This overarching plan was formulated with the approval of His Majesty the Sultan of Brunei and themed “Building Digital Brunei Together,” marking a new phase in Brunei’s digital transformation. The plan aims to fully leverage the digital infrastructure platform established under the “Digital Economy Masterplan 2025” to further support the realization of “Wawasan Brunei 2035.”

“Digital Brunei 2030” encompasses four strategic pillars: Digital Government Strategy, Digital Society Strategy, Digital Business Strategy, and a cross-sectorial Data and Artificial Intelligence Strategy.

The new framework was formulated through comprehensive consultations, including the Brunei Digital Transformation Seminar held on August 25, 2025. The seminar brought together representatives from government ministries and agencies, higher education institutions, industry, NGOs, and the community to jointly discuss the direction of the nation’s digital development.

This master plan reflects Brunei’s determination for transformation and aims to ensure that digital investments deliver tangible and sustainable benefits to the economy, government, and society. The plan emphasizes coordination and collaboration between departments, between the public and private sectors, as well as between policy formulation and execution, in order to improve efficiency, enhance consistency, and avoid duplicate allocation of resources.

At the time of the plan’s launch, Brunei had already established robust digital infrastructure. Over the past 10 years, approximately 6,000 kilometers of fiber optic cable have been laid nationwide, mobile network coverage increased from 80% to 96%, and full nationwide 5G network coverage has been achieved.

In addition, BruneiID will be officially launched in January 2026, enabling the public to access government services through a single, secure login. The digital payment platform “Tarus,” operational since March 2025, has also begun handling various electronic transactions.

The Brunei Digital Council noted that network connectivity is no longer a limiting factor for national development, but rather an important asset driving the country forward. The people of Brunei are equipped with the capability and confidence to seize opportunities in the digital era.

According to the plan, “Digital Brunei 2030” will be implemented through a series of national key projects by 2030, including the Gov.BN super app and citizen portal, the National Business Services Portal, enhanced BruneiID and digital payment systems, construction of an artificial intelligence data center, and the deployment of a sovereign national cloud platform with AI computing capabilities.

Co-Chairs of the Brunei Digital Council, Minister in the Prime Minister’s Office and Second Minister of Finance and Economy Dato Seri Setia Dr. Awang Haji Mohd Amin Liew Abdullah, as well as Minister of Transport and Infocommunications Dato Seri Setia Awang Abdul Mutalib bin Pehin Orang Kaya Seri Setia Dato Paduka Haji Mohammad Yusof, stated that future phases will place greater emphasis on the tangible impact and outcomes of digital transformation, rather than infrastructure construction alone.

They pointed out that digital transformation under the new blueprint must help enhance productivity, lower transaction costs, improve service quality, and create a more conducive environment for business and investment, while also ensuring national fiscal sustainability.

The two emphasized that successful digital transformation requires not only advanced technology but also sound governance mechanisms, efficient institutional operations, and ongoing collaboration between government, industry, and the public to jointly drive implementation.

The Brunei Digital Council (renamed from the Digital Economy Council in August 2024) will collaborate with government agencies, the business sector, and implementation partners to oversee the execution of “Digital Brunei 2030.” The “Digital Brunei 2030” Dialogue will be held on June 4, 2026, serving as the first event following the plan’s launch.
