(Kuching, 10th) The Sarawak Ministry of Public Health, Housing, and Local Government (MPHLG) has officially launched three brand new work guidelines to enhance the service efficiency and governance level of local government agencies.
The Ministry’s Permanent Secretary, Datu Elizabeth Loh, pointed out that the new guidelines establish clearer work standards for local government, further strengthen accountability, and optimize overall operational processes.
She said: “These three guidelines are the ‘Sarawak Local Government Grass-Cutting Service Quality Guideline’, ‘Guideline for Laying Fiber-to-the-Drain (FTTD) Installations’, and the ‘Effective Road and Drain Cleaning Guideline’.
The FTTD guideline aims to safely and systematically lay optical fiber through the drainage system, which not only protects drainage assets but also helps systematically promote the development of Sarawak's digital infrastructure.”
She made the above remarks at the 2025 MPHLG Awards Ceremony.
She stated that the launch of the new guidelines is a strategic move to strengthen the public service delivery system, including setting standards for grass cutting and improving road and drain cleaning procedures, in order to promote environmental hygiene and reduce the risk of sudden flooding.
“All three guidelines are centered on the SGS 3R principle, which is ‘Revisit, Rethink, and Recharge’,” she said.
Elizabeth emphasized that all local government agencies must fully implement these guidelines to ensure high-quality, systematic services in line with Sarawak’s development vision.
