Lieutenant General Win Zaw Moe, Chief of Myanmar Police and Chairman of the Myanmar Anti-Human Trafficking Five-Year Plan Implementation Working Committee, yesterday presided over the first coordination meeting of the committee in Naypyidaw.
At the meeting, Lieutenant General Win Zaw Moe stated that the 2026 action plan formulated under Myanmar’s fourth "National Five-Year Plan to Combat Human Trafficking (2022-2026)" has been completed, covering four major focus areas: policy and cooperation, prevention, prosecution, and protection. The content of the plan incorporates suggestions and supplementary opinions from relevant ministries, agencies, security forces, and NGOs, while integrating ongoing activities, procedures for handling trafficking cases, newly proposed initiatives, and measures to prevent new forms of human trafficking.
He pointed out that with the rapid development of global technology, transnational online scams have become increasingly rampant, including forms such as financial scams, online gambling, investment frauds, job scams, lottery scams, and romance scams, among which job scams are increasingly leading to forced labor and human trafficking cases. Lieutenant General Win Zaw Moe also mentioned public education and awareness plans to prevent human trafficking, and emphasized that Myanmar citizens facing difficulties abroad can obtain assistance through embassies and relevant ministries and departments, facilitating their safe return and family reunification.
In 2025, people from various countries in distress in Myanmar have received assistance through diplomatic channels, the National Central Bureau (NCB), and police cooperation mechanisms, and have been successfully repatriated.
He further pointed out that due to increasing labor demand in neighboring and some ASEAN countries, human smuggling groups have organized transnational crimes, illegally transporting Myanmar nationals overseas for work. Therefore, Myanmar is working to swiftly draft an Anti-Human Smuggling Law (draft) based on suggestions from relevant ministries, to effectively combat human smuggling groups.
Lieutenant General Win Zaw Moe called on all parties to strengthen cooperation in the rehabilitation and humanitarian assistance for victims. During the meeting, participants discussed various topics in a coordinated manner, and finally, Lieutenant General Win Zaw Moe concluded and adjourned the meeting.
