Sultan Urges Strengthening of Whole-of-Government Collaboration, Coordinating Ministers Must Play a Key Linkage Role

(Bandar Seri Begawan, 16th) His Majesty the Sultan of Brunei hopes that the government’s coordination mechanism will continue to strengthen the consistently emphasized 'whole-of-government collaboration' approach, to ensure the realization of Brunei Vision 2035 goals.

His Majesty pointed out at the closing of the 92nd Cabinet Meeting held at Istana Nurul Iman that with less than ten years left to the Brunei Vision 2035 deadline, ministries can no longer operate independently or in isolation.

'Coordinating ministers must play the key linkage role, coordinating government work, priorities, and actions in order to achieve the common goals of people’s welfare and national progress.'

His Majesty emphasized that the position of Coordinating Minister set up during the last cabinet reshuffle is not just a title, but an important trust, aimed at ensuring that work in areas such as national security, economy, social, and human resources are aligned with the country’s established goals.

'Against this background, Coordinating Ministers must play a leading role in coordinating cross-ministerial or 'cross-sectoral' issues that fall within their respective jurisdictions but involve multiple agencies.'

His Majesty pointed out that Coordinating Ministers are responsible for ensuring that there are no gaps in implementation between departments, and they have been authorized to issue appropriate directives to relevant ministries to coordinate actions on cross-sectoral matters involving national interests.

However, His Majesty stressed that any new policy formulation, adjustments to policies of national strategic significance, major resource allocation or redeployment, or cross-sectoral coordination matters that may have significant impact on national interests, must first obtain His Majesty's approval.

At the same time, His Majesty hopes that all approved Key Performance Indicators (KPIs) and targets can be implemented through clear, precise, and focused actions.

He said that all ministries must translate approved KPIs and targets into specific action plans, with clear implementation timelines, division of responsibilities, and effective monitoring mechanisms.

'I am pleased to hear ministers’ reports and comments, which clearly demonstrate the government’s direction, priorities, and focus in implementing the national development agenda.'

His Majesty expressed hope that all departments will continue to strengthen collaboration to ensure that national development policies are effectively implemented and that steady progress is made towards achieving the Brunei Vision 2035.
