Strengthen Consumer Rights Protection Promote AI Customer Service to Improve Complaint System

The Vietnamese Ministry of Industry and Trade recently launched the implementation of the "2026–2030 National Consumer Rights Protection Program" action plan, aiming to enhance the efficiency of consumer protection, promote enterprise digitalization and green transformation, and foster a safer, healthier market environment.

Minister of Industry and Trade Le Minh Hoan signed the relevant decision, requiring all units to strengthen consumer rights protection mechanisms and further boost public confidence in the market environment.

According to the action plan, the Ministry will continue to improve consumer rights protection laws and regulations, ensure that “3.15 Vietnam Consumer Rights Day” activities are held annually in every province and city, and organize a national-level launch ceremony.

Meanwhile, local Departments of Industry and Trade and related agencies must publicly announce consultation and complaint contact information and set up stable service windows responsible for accepting consumer complaints, providing consultation, and assisting in resolving consumer disputes.

To enhance risk warning, relevant departments will actively carry out investigations and inspections of product and service quality, and promptly release related information to the public.

The plan will also emphasize informatization, including upgrading the 1800.6838 consumer consultation hotline and the national information database, as well as introducing artificial intelligence (AI) and smart customer service (Chatbot) systems to provide consumers with faster and more efficient services.

The Ministry has set out eight key tasks, including improving the consumer rights protection system, strengthening legal publicity, training relevant personnel, reinforcing consumer protection in online transactions, severely cracking down on violations, and encouraging enterprises to abide by business ethics.

The tasks have been assigned to the National Competition Commission, Legal Affairs Department, E-commerce and Digital Economy Authority, Domestic Market Management and Development Authority, and other units, with instructions to cooperate with local industry and trade agencies and the Vietnam Consumer Protection Association to ensure smooth implementation of the plan.
