Recent Executions: Ringleader of Myanmar Border Bai Crime Family Bai Yingcang Repents in Court

Recently, the Shenzhen Intermediate People's Court in China lawfully executed the principal member of the Myanmar border Bai crime syndicate, Bai Yingcang. On February 6, the video account of “CCTV Legal Online” released footage of Bai Yingcang expressing remorse in court.

This footage from the courtroom drew widespread attention immediately after its release. In the video, Bai Yingcang appears downcast and speaks in a heavy tone: “Now, even my family is gone, everything is gone, so I now hate fraud no less than anyone else.” He repeatedly mentions the word “hate,” admitting that he organized telecom network fraud, and participated in serious crimes such as drug manufacturing, kidnapping, and running casinos.

“I hate my own ignorance, I hate my own stupidity, I hate my own unchecked greed and shortsightedness,” he confesses. During the nearly two years since being extradited to China, “I finally no longer have to live in constant fear, and I finally no longer have to force myself to endure that hateful life I had no power to change.” In court, he expressed his desire to apologize, on behalf of his whole family, to the Chinese people and government: “Because our family's actions have hurt tens of thousands of Chinese people. We are truly sorry.”

The documentary’s footage also recorded a scene from a “dark room” in a telecom fraud park in northern Myanmar. On the mottled walls, someone had written tear-stained lines of poetry with their own blood: “Looking Outside the Prison,” “Now it’s February or March, canola flowers are yellow; my heart in the cell misses my father and mother. Missing wife, missing child, missing my hometown—when will I finally get out of this cell?” There were also messages like “Please save me, I want to go home,” all revealing the utter despair of those imprisoned.

Bai Yingcang’s words of remorse stand in stark contrast to the blood and tears of countless families; at the end of greed lies self-destruction. According to an earlier bulletin from the Shenzhen Intermediate People's Court, on November 4, 2025, a first-instance verdict was reached against the Bai crime syndicate, sentencing Bai Suocheng, Bai Yingcang, Yang Liqiang, Hu Xiaojiang, and Chen Guangyi to death for multiple crimes including intentional homicide, intentional injury, fraud, drug trafficking and manufacturing, kidnapping, and running casinos, with additional penalties imposed. After the first-instance verdict, one of the ringleaders, Bai Suocheng, died of illness, while the remaining four appealed.

On December 24, 2025, the Guangdong High People’s Court heard the appeal, lawfully dismissed it and upheld the original verdict, then reported the case to the Supreme People’s Court for approval as required by law. On February 2, 2026, after receiving the Supreme Court’s criminal ruling and execution order, the Shenzhen Intermediate People's Court lawfully executed Bai Yingcang, Yang Liqiang, Hu Xiaojiang, and Chen Guangyi.

According to reports, the Bai crime syndicate entrenched themselves in northern Myanmar’s Kokang region under the guise of a “family business,” and engaged in cross-border telecom fraud, drug trafficking, human smuggling, and other organized criminal activity on a large scale, seriously endangering the personal and property safety of Chinese citizens and social stability. Their fraud parks controlled personnel through violence and forced others to engage in scamming activities; victims were scattered throughout numerous provinces and cities nationwide, with huge sums involved and extremely harmful social impact.
