Liu Guangming Submits Annual Fiscal Budget, Focusing on 2035 Vision and Sustainable Development

(Bandar Seri Begawan, 14th) – Minister at the Prime Minister’s Office and Second Minister of Finance and Economy, Dato Liu Guangming, on the third day of the first session of the 22nd National Assembly, submitted the 2026–2027 annual fiscal budget and the motion for the Development Fund Resolution.

The 2026–2027 budget aims to continue driving Brunei towards achieving the 2035 Vision and clearly sets out the theme of the budget: “Together Achieving Wawasan Brunei 2035”. The budget focuses on three priority areas:
1) Strategic and high impact: ensuring every dollar spent brings long-term economic and societal returns.
2) Transformation and innovation: promoting economic transformation and fostering a more modern and dynamic economic environment.
3) Fiscal discipline: balancing development needs with prudent expenditure management.

He pointed out that the current global economic environment is becoming increasingly challenging, influenced by factors such as geopolitical tensions in the Middle East, changes in global trade structures, and moderate global growth prospects. In addition, the challenges of climate change have prompted the government to adopt more prudent and strategic measures. Therefore, maintaining macroeconomic stability and fiscal resilience has become an important national task.

In terms of fiscal policy, the Minister especially emphasized that the government will be committed to implementing sustainable fiscal policies to ensure that public expenditure is more efficient, impactful, and results-oriented. This year’s budget will focus on the following fiscal management objectives: ensuring efficient, results-oriented public expenditure, and aligning with the sustainable fiscal agenda.

The proposed national budget for FY2026/2027 totals BND6.3 billion, including:
BND2.31 billion (36.7% of the total budget) for salary payments, welfare services, facilities, and employer contributions under personnel expenses; BND2.45 billion (38.8% of the total budget) for the daily operational expenditures of government departments and agencies; BND480 million to fund construction projects under the 12th National Development Plan, with a total planned amount of BND4 billion; the remaining funds are used for payments under confirmed expenditures.

Regarding the Development Fund Resolution motion, Liu Guangming shared the progress of project development under the Twelfth National Development Plan (RKN 12), with 78 projects currently being implemented, up from 65 in the previous fiscal year. Additionally, 68 projects are in the bidding process, 91 projects are in the design stage, and 37 projects are in the planning stage. Completed projects include those supporting educational clusters, social development, housing, environmental sustainability, food security, and tourism development.
