Scholar: Over 10,000 Chinese Nationals in Construction Sector Is Excessive, May Pose Short- and Long-Term Risks

(Kuala Lumpur, 25th) According to data from the Ministry of Home Affairs, as of August 15, there were a total of 30,679 Chinese nationals registered as professional expatriates in Malaysia, with the highest number in the construction industry at 10,825.
Next are manufacturing with 6,407 people, services with 5,385 people, information and communication technology with 4,477 people, and other sectors with 3,585 people.
According to a report by "Malaysia Berita Harian", Chinese workers come to our country to engage in professional fields and large-scale projects requiring technical expertise, rather than in the category of unskilled foreign labor.
Minister of Home Affairs, Datuk Seri Saifuddin Nasution, previously stated that Malaysia only allows the recruitment of unskilled foreign workers from 15 official source countries, and China is not on the list.
He said that currently, the employment of Chinese workers in unskilled jobs in Malaysia is limited to high-impact projects involving national significance, including the East Coast Rail Link (ECRL) project.
Associate Professor Ahmad El-Muhammadi of the International Institute of Islamic Thought and Civilization (ISTAC), International Islamic University Malaysia, believes the figure of 10,825 Chinese nationals in the construction sector is on the high side and may pose security risks in both the short and long term.
He said the government must have specific reasons for allowing Chinese nationals entry, such as to construct infrastructure and supply the professional workforce needed for rapid completion of large-scale projects.
“But to what extent can the government ensure these privileges are not abused? I think the government needs to conduct in-depth studies and treat this issue with caution.”
Ahmad El-Muhammadi continued, saying the government should focus on strengthening supervision, and not just on formulating policies. Such issues are often linked to corruption, and emphasis must be placed on tackling organized crime, which always seeks to exploit loopholes in the current system.
