Brunei's Twelfth Development Plan: 305 Projects with a Budget of 4 Billion

(Bandar Seri Begawan, 22nd February) Permanent Secretary of the Ministry of Finance and Economy, Mephah Isa, stated that within five years, the twelfth development plan will implement 305 projects with a total budget of 4 billion. 
 She mentioned this at the launch ceremony of the twelfth national development plan, saying that in terms of supporting the industrial and commercial sectors, 28 projects focus on the preparation and upgrading of industrial sites. 
 In the education sector, 31 projects will be implemented, including the construction of school facilities and buildings. Meanwhile, there are 6 projects focusing on the construction and upgrading of hospitals and medical centers in the health sector. 
 In terms of national housing, 10 projects will be implemented, mainly concentrated in Brunei-Muara District and Belait District. In religious affairs, there are 12 related projects involving the construction of new mosques. In transportation and communications, there are a total of 25 projects involving road upgrades and the construction of flyovers. 
 Regarding infrastructure (water and electricity supply), she stated that there are 53 projects involving the construction and upgrading of water treatment plants and power supply systems. In information and communications technology (ICT), there are 31 projects supporting the development of a digital government management system. 
 Additionally, to fulfill the nation's commitment to environmental sustainability, the government has provided special funding to support the sustainable development agenda through investment in green buildings. 
 She stated that the success of the twelfth national development plan requires the concerted efforts of the entire nation, including close cooperation between the government, the private sector, and the public. 
 She added that the firm commitment of project owners, including effective monitoring of key performance indicators, is crucial to ensuring that the projects proceed smoothly and on time. Meanwhile, the private sector, especially the construction and information communication technology industries, plays a role in ensuring efficient implementation and more cost-effective management. 
 The public should also actively participate and support government and non-government initiatives that drive efforts led by any party. Only through this comprehensive collaboration can the true impact of these projects be maximized, thereby accelerating the achievement of Brunei's Vision 2035 goals, which are only ten years away from realization. 
 She recalled several significant achievements since the introduction of the first national development plan (RKN) in 1953, which involved the implementation of numerous development projects that had a major impact on national development. 
 She shared many achievements: In education, we built more than 40 secondary schools, over 120 primary schools, and 140 religious schools, providing opportunities for people to receive quality education. 
 In the housing sector, we have allocated more than 30,000 housing units according to various national housing plans; in public health, we have built 4 public hospitals and more than 10 modern medical centers equipped with the latest medical technology. 
 In the transportation and communications sector, we built over 3,800 kilometers of roads and 3 major bridges. In the religious sector, we constructed more than 100 mosques, prayer rooms, and religious halls. 
 In the economic sector, we developed major industrial areas, including Pulau Muara Besar and the Twin Industrial Park, to strengthen the national economic foundation, which helped increase the contribution of non-oil and gas industries to the gross domestic product from 5.8% in 1974 to more than 50% in 2024. 
 “Through past national development plans, we have achieved some accomplishments in 'soft infrastructure,' such as providing digital systems, including the Bru-HIMS system, national registration system, government data center, and others.”
