The report states that at around 5:44 a.m. local time (4:44 a.m. Malaysia time), Japan Airlines All Nippon Airways Flight 968, which had departed from Shanghai, China, was preparing to land at Haneda Airport when the plane's collision avoidance system issued a warning. The pilot performed a climb maneuver to avoid a collision. At the time of the incident, an inspection aircraft operated by Japan's Ministry of Land, Infrastructure, Transport and Tourism had just taken off and was flying nearby. The main task of the inspection plane is to check from the air the functioning status of ground radio, radar, and other facilities.
Citing information from the Ministry of Land, Infrastructure, Transport and Tourism and other sources, the report noted that both aircraft were flying according to routes approved by air traffic controllers, but the inspection aircraft had crossed the landing approach path of the All Nippon Airways aircraft.
