Langkawi, Kedah – 20 May 2025 -- Shin Yang Shipyard Sdn Bhd, a member of Shin Yang Group Berhad (stock code 5173) today proudly announced the signing of a Letter of Intent (LOI) with the Ministry of Home Affairs, Malaysia for the proposed construction of two Offshore Patrol Vessels (OPV) for the Malaysian Maritime Enforcement Agency (MMEA).
The LOI signing ceremony took place during the Langkawi International Maritime and Aerospace Exhibition 2025 (LIMA 2025) at the Mahsuri International Exhibition Centre (MIEC), and was witnessed by the senior officials from the ministry and the Ketua Pengarah, Laksamana (M) Datuk Haji Mohd Rosli bin Abdullah of Malaysia Maritime Enforcement Agency.
This LOI marks a significant step forward in the government’s efforts to enhance national maritime security and reflects strong confidence in local shipbuilding capabilities. Shin Yang Shipyard Sdn Bhd has been proposed and identified to take over the OPV project following the mutual termination of the previous contract in December 2024.

Length: 83 meters
Beam: 13.7 meters
Top Speed: 21 knots
Endurance: Up to 21 days at sea without resupply.
Planned Features and Equipments:
Two RHIBs and one Fast Interceptor Craft
Helicopter landing pad.
Accommodation for up to 70 personnel.
The LOI sets the foundation for detailed negotiations and technical planning that will lead to the finalisation of a shipbuilding contract, further reinforcing Malaysia’s commitment to safeguarding its capability and technical skills in our maritime industry.
