(Hanoi, 25th) — The Hanoi Department of Tourism held its second representative congress on June 24 (term 2025–2030). At the meeting, Deputy Chairman of the City People’s Committee, Nguyen Manh Quyen, pointed out that Hanoi’s tourism industry must strive to take action, actively attract high-end international tourists, and work hard to make the capital a 'locomotive' of the nation’s tourism industry.
It was reported that in recent years, Hanoi’s tourism sector has gradually recovered and achieved remarkable results. In 2024, the city received 27.88 million visitors, an increase of 7.5% year-on-year; among them, international tourists accounted for 6.37 million and domestic tourists 21.51 million; tourism revenue was about VND 110.66 trillion.
In the first half of 2025, the number of tourists reached 15.55 million, an increase of 11.8% year-on-year; international tourists were 3.66 million (+21.8%), and domestic tourists 11.9 million (+9%);
tourism revenue reached VND 62.299 trillion, up 14.6% year-on-year.
According to the development blueprint set at the congress, by 2030 Hanoi’s tourism industry aims to achieve a total of 46 million tourists, including about 12 million international tourists and 34 million domestic tourists; tourism revenue to reach VND 280 trillion; hotel occupancy rate to increase to 68%; and tourism’s contribution to regional GDP to reach 7–7.5%.
Dang Huong Giang, Secretary of the Party Committee and Director of the Hanoi Department of Tourism, stated that to achieve the above goals, the department will focus on infrastructure construction and the development of key tourism projects. Specific measures include building three national-level tourism areas: Ba Vi Tourism Area, Huong Son Scenic Complex, and the Hoan Kiem Lake–Old Quarter area; developing three to five city-level tourism areas; attracting investment to build 10–20 new four- and five-star hotels and resorts; promoting three to five types of night tourism; and building two to three professional sports tourism complexes, among others.
Deputy Chairman Nguyen Manh Quyen emphasized that the tourism industry needs to accurately position its market, with a focus on attracting high-end international tourists, and further increase the city's fiscal revenue.
He also called for strengthening cooperation and coordination between tourism and related sectors such as culture, industry, and commerce, as well as localities, to tap the potential of historical and cultural heritage, natural landscapes, and traditional handicraft villages; working together with tourism associations and enterprises to build annual event brands with 'Hanoi characteristics' to enhance the city's influence; raising public awareness of tourism resource protection and cultural heritage, to promote the comprehensive social and economic development of the capital.
Through a multi-pronged development strategy, Hanoi is steadily moving toward the goal of building a first-class regional tourist city.
