The Iranian Ministry of Foreign Affairs issued a statement on the 28th, saying that the United Kingdom, France, Germany, and the United States have violated agreements, refused dialogue, and are attempting to reinstate United Nations sanctions on Iran that have already been lifted. Iran has sent a letter to the UN Secretary-General outlining its position in rejecting the actions of these four countries.
The statement pointed out that the UK, France, and Germany, under the incitement and pressure from the United States, have activated the so-called 'snapback sanctions' mechanism. However, these countries have failed to fulfill their commitments under the Iran nuclear deal. The UK, France, and Germany either supported or acquiesced to Israel and the United States attacking Iran's nuclear facilities—which are within the framework of the deal and under IAEA oversight—seriously violating international law and undermining the essence and spirit of the nuclear agreement. The four countries are misusing the Joint Comprehensive Plan of Action (the Iran nuclear agreement) and the dispute resolution mechanism stipulated in UN Security Council Resolution 2231 to try to reinstate United Nations sanctions that have already been lifted; such acts are illegal and unreasonable.
The statement criticized the UK, France, Germany, and the US for failing to create the necessary conditions for diplomacy and dialogue, instead opting for confrontation and crisis, believing that restoring sanctions can provide them with new leverage. Iran will resolutely safeguard its national rights and interests, and will respond appropriately and firmly to any actions that harm Iran's interests. On the 27th, Iran submitted a letter to the UN Secretary-General, stating its principled position and rejecting the relevant claims from the UK, France, Germany, and the US.
Iranian Foreign Minister Araghchi stated on social media on the evening of the 27th that the UK, France, Germany, and the US's refusal of diplomatic dialogue is a deliberate act of 'might makes right,' assuming that the Iranian people will succumb to bullying.
He stated that the sanctions that have been lifted cannot be restored, and any attempt to reinstate those sanctions is invalid.
The parties to the Iran nuclear deal—the UK, France, and Germany—notified the UN Security Council on August 28 that, citing Iran's violation of the deal, they would initiate the 'snapback' sanctions mechanism. According to this mechanism, unless the Security Council passes a resolution to continue lifting sanctions on Iran, UN sanctions that existed before 2015 will be automatically reinstated within 30 days.
