Ng Teck Fuen: Prevent Donation Receipt Tax Issues - Urges Government to Exempt Non-Profit Organizations from E-Invoicing

(Serdang, 3rd) Federation of Chinese Associations Malaysia (Huazong) President Tan Sri Ng Teck Fuen has urged the government to extend the eligibility for e-invoice exemption on donations to include non-profit organizations such as associations, educational and charitable institutions. This, he said, would help reduce their administrative burden and prevent tax deduction issues when receiving donations.
Ng pointed out that the Ministry of Finance recently announced that all religious groups and organizations, including non-Muslims, are generally not required to issue electronic invoices for received donations or offerings.
"I believe that, regardless of whether they have been approved by the Ministry of Finance for income tax exemption on donations, as long as they are non-profit organizations—including educational and charitable bodies—the government should consider including them in the list of those exempted from issuing electronic invoices."
He explained: "This measure will lessen the administrative burden on such organizations, since staff is usually limited and handling e-invoices would increase their workload. Furthermore, waiving the requirement can help avoid confusion among donors, such as possible concerns over tax deduction."
Ng made this appeal in his speech last night at the "No Longer Alone in Memory, Walking with You in Care" charity dinner jointly organized by Huazong and the Alzheimer’s Disease Foundation Malaysia (ADFM) at the Serdang Huazong Building.
In addition, Ng expressed hope that the Ministry of Finance will pay necessary attention and provide support to clarify relevant tax laws and regulations, ensuring non-profit organizations comply with the law.
On another note, he commended ADFM for its quiet dedication to raising public awareness about Alzheimer’s disease since its establishment in 1997, and for promoting a series of research, care, support, and training programs.
"With the growing number of Alzheimer’s patients in our country, the foundation has now set up three additional centers in the Klang Valley to provide daily care and community support. To ensure sustainable community development and improved facilities, the foundation needs donations from all sectors. I hope the government will provide them with annual grants to support their operations."
Later, Ng personally donated RM50,000 at the dinner, hoping to set an example and attract more philanthropists to support the Alzheimer’s Disease Foundation Malaysia.
Guests at the dinner included ADFM Chairman and Huazong Deputy Chief Financial Officer Dato’ Ng Chin Hing, Huazong Secretary General Ng Yilong, Elita Corporation Executive Director Zeng Qingwen, former President of the Rotary Club of Shah Alam Xie Xiuqing, as well as former Rotary District 3300 Governor Leslie, among others.
