On the 17th, the United Nations Security Council adopted Resolution 2803, endorsing the previously proposed US “20-point plan” to end the Gaza conflict and authorizing the establishment of an International Stabilization Force for Gaza.
The draft resolution received support from 13 of the 15 Security Council members. Russia and China abstained from the vote.
The resolution welcomes the establishment of a Peace Council under the “20-point plan” as a transitional administrative body for the Gaza region.
The resolution authorizes UN member states to jointly form a temporary International Stabilization Force for Gaza with the Peace Council. This force will be composed of troops from participating countries, operated under the guidance of the Peace Council, and funded through donations, fundraising by the Peace Council, and contributions from member state governments. The tasks of the International Stabilization Force for Gaza include safeguarding the security of Gaza’s borders, stabilizing the security environment in Gaza through demilitarization, protecting civilians, and ensuring the smooth operation of humanitarian corridors.
The resolution stipulates that the authorization for the Peace Council and related arrangements is valid until December 31, 2027.
