Zheng Liwen: Looking Forward to Inviting Xi Jinping to Visit Taiwan as Host One Day

Kuomintang (KMT) chairwoman Zheng Liwen, leader of Taiwan's main opposition party, stated during her meeting with Chinese Communist Party General Secretary Xi Jinping that she hopes to expand Taiwan's international participation through cross-strait political trust. She also expressed her hope that she may one day invite Xi Jinping to visit Taiwan as host.

According to Taiwan's United Daily News, Zheng Liwen said that she came on this trip with self-expectations of "cross-strait peace for people's well-being," and based on this, put forward five key proposals.

1. Promote the peaceful development of cross-strait relations. Zheng Liwen stated that the peaceful development of cross-strait relations aligns with the common aspirations of both sides and the overall interests of the Chinese nation, and must be firmly advanced.

She pointed out that peace and development are basic human needs; the two sides of the Taiwan Strait should not oppose each other, but rather live in harmony. Both sides, and both parties, KMT and CCP, have a responsibility to promote Chinese culture, facilitate peace through exchanges, boost development through cooperation, and institutionalize peaceful cross-strait development, gradually achieving a peace framework.

2. Seek to restore cross-strait consultation mechanisms. Zheng Liwen mentioned that cross-strait consultation and communication mechanisms once played an indispensable role in peace and development on both sides, and should be restored.

She said that both sides' respective laws and regulations define their relationship as not being state-to-state. In 1992, the authorized institutions on both sides reached a consensus—expressed verbally by each side—on upholding the One-China principle and seeking common ground while shelving differences. This forms the political foundation for the consultation and communication mechanisms. The historical facts are undeniable, and consultations should be restored on this basis to foster positive cycles of goodwill.

3. Maintain peace and stability in the Taiwan Strait and enhance mutual benefit across the Strait. Zheng Liwen noted that a peaceful and stable Taiwan Strait is anticipated by all regional parties, and mutually beneficial cross-strait relations are eagerly hoped for by the people; the two complement each other. Both sides' respective regulations and international realities reflect the One-China principle. Both sides should collaborate under these regulations and realities to handle differences and consultatively resolve confrontations, contributing to regional security.

She said that the 23 economic cooperation agreements—including the "three direct links" and tariff reductions—have promoted shared development and prosperity and are widely recognized by circles on both sides; these should continue to be advanced based on a common political foundation, so as to enhance public support for cross-strait peace.

4. Expand Taiwan's international participation through political trust. Zheng Liwen said that, based on the 1992 Consensus, Taiwan had participated in the World Health Assembly and International Civil Aviation Organization Assembly in an appropriate manner, but later lost these opportunities.

She believes that in the future, after political trust is rebuilt, the two sides should work to re-enable Taiwan's participation in the World Health Assembly, the ICAO assembly, and explore possibilities for Taiwan to take part in the International Criminal Police Organization (Interpol) assembly. Regional economic integration is crucial for Taiwan's economic development; cross-strait economic cooperation can mutually reinforce Taiwan's participation in regional economic integration. The two sides should explore Taiwan's accession to the Regional Comprehensive Economic Partnership (RCEP) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

5. Continue to leverage the KMT-CCP communication platform. Zheng Liwen said that the communication platform between the two parties has always been a constructive force for the peaceful development of cross-strait relations and peace and stability in the Taiwan Strait, and should continue to serve this function.

She emphasized that the mechanisms of the party-to-party platform—including high-level dialogues, think tank forums, youth exchanges, grassroots interactions, and support for Taiwan businessmen—have helped initiate and shape cross-strait relations. Both now and in the future, this platform should be actively used to continue motivating cooperation, communication, and consultation across various domains and levels on both sides of the Strait, to ensure peace in the Taiwan Strait and enhance people's well-being.

At the conclusion of her remarks, Zheng Liwen thanked Xi Jinping for inviting her to visit the mainland and expressed her hope that, in the future, she may have the opportunity to welcome Xi Jinping and others in Taiwan as host.
