Russia: The 'European Solution' to End the Ukraine Crisis Is Not Constructive

Published at Nov 25, 2025 04:25 pm
Russian Presidential Aide Ushakov stated on the 24th that Russia has understood the peace proposal put forward by Europe to end the Ukraine crisis, but that proposal is not constructive for Russia, nor does it align with Russia's interests.

He made this response during an interview with Russian media.

The Ukrainian peace plan drafted by the UK, France, and Germany is based on the new 28-point plan from the United States, but includes multiple major modifications to the 28-point plan, including not imposing any limits on the size of Ukraine's armed forces or defense industry, whereas the 28-point plan required limiting Ukraine's armed forces to 600,000 people.

Ushakov stated that currently there is much speculation regarding the peace proposal, and that Russia only trusts information obtained directly from the United States.

He said that in the meeting between U.S. and Russian leaders in Alaska, many of the terms discussed in the peace proposal were acceptable to Russia.

Waiting to observe the progress of US-Ukraine Peace Plan negotiations

Additionally, on the 24th, the Kremlin stated that it would wait and observe the progress of negotiations between the U.S. and Ukraine on the peace plan, and would not comment on media reports regarding this serious and complex issue.

Kremlin spokesman Peskov stated that Russia has not received any official information regarding the results of the U.S.-Ukraine talks in Geneva.

He said: "Of course, we are closely following the recent media reports from Geneva, but we have not yet received any official information. We have seen a statement that after the Geneva meeting, the previous text we saw has undergone some modifications. We will continue to wait. It seems the dialogue is still ongoing."

When asked about the possibility that the clauses concerning NATO and Ukraine appear to have been amended, leaving the prospect open for Ukraine’s future accession to NATO, Peskov said the Kremlin will not discuss details of the draft agreement based on media reports.

He stated: "This is an issue that is too important and complex to be judged simply by media reports. In this respect, we must depend on information obtained through official channels."
