Transnational Telecom Fraud on the Rise: China Proposes Joint Construction of an 'International Anti-Fraud Alliance'

In recent years, transnational fraud crimes have frequently occurred, with many Chinese citizens also suffering as a result. On the 18th, the Chinese authorities called for law enforcement departments of all countries to further strengthen international law enforcement cooperation, and also proposed that relevant countries and regions jointly establish an international anti-fraud alliance to promote joint efforts by all parties and the international community in addressing issues of governance regarding telecom and online fraud crimes.

The Global Public Security Cooperation Forum (Lianyungang) 2025 Conference was held on the 17th in Lianyungang, Jiangsu Province, with Chinese Minister of Public Security Wang Xiaohong attending and delivering a speech. At the "Countering Transnational Crime: Trends and Strategies Sub-Forum" on the 18th, China proposed the above initiative.

According to China's People's Daily, a relevant official from the Ministry of Public Security introduced the positive progress China has made in joint efforts with various parties to crack down on transnational telecom and online fraud crime under the guidance of the concept of building a community with a shared future for mankind. In particular, in recent years, China has carried out law enforcement and security cooperation one after another with Spain, the United Arab Emirates, Myanmar, Indonesia, the Philippines, Laos, Thailand, Cambodia and other countries. In total, 68,000 criminal suspects involved in overseas fraud have been successfully brought to justice.

China pointed out that the structure of criminal offenses has undergone major changes, with traditional crimes rapidly spreading and evolving online, while new types of crime represented by telecom and online fraud have become a global scourge and a worldwide challenge for law enforcement. Law enforcement departments of all countries should further strengthen international law enforcement cooperation, improve case-handling coordination mechanisms, and establish a robust global system for combating and governing such crimes.

The report states that China has proposed that relevant countries and regions jointly establish an international anti-fraud alliance, encourage all parties and the international community to join hands in dealing with the governance of telecom and online fraud crimes, deepen integration of ideas, achieve exchanges and cooperation at a higher level, promote prevention and governance on a broader scale, and build a new global model for combating and governing telecom and online fraud crimes that is collaborative and broadly participated in by all.
