Senior Official Convicted of Soliciting Bribes Twice, Sentenced to Fourteen Months for Abuse of Power

(Bandar Seri Begawan, 19th) Mohammad Shukran bin Haji Jaidin, Senior Chief Immigration Officer of the Immigration and National Registration Department (JIPK) Entry Permit Division in Brunei, was tried by the Magistrate’s Court on June 8, 2026, and found guilty on two counts: on March 17, 2020, and April 22, 2020, he twice attempted to solicit a bribe of 1,500 dollars from a permanent resident in exchange for himself and another Senior Immigration Officer, Duraman bin Haji Japar, approving the permanent resident's wife's entry permit application.
These charges were brought under Section 6(a) of Chapter 131 of the Brunei Prevention of Corruption Act, which stipulates that offenders shall be fined 30,000 dollars and imprisoned for 7 years.
On August 15, 2026, the defendant Mohammad Shukran was sentenced to 14 months' imprisonment for each count. The sentences are to be served concurrently.
The judge, considering the seriousness of the defendant’s offenses, as well as his abuse of power and use of his position as Senior Chief Immigration Officer to solicit money in exchange for performing his duties, imposed a custodial sentence.
The defendant had repeatedly pressured the permanent resident, demanding payment of 1,500 dollars for the approval and extension of the entry permit.
Corruption offenses committed by public officials undermine the integrity of public service, especially considering the defendant was a senior official with significant power.
