Niu Chengze's Dream of a Reunion Dinner Shattered on Parole: Prison authorities say it's not just a matter of release

Taiwanese director Niu Chengze, who was sentenced to 4 years for sexual assault, entered prison at the end of November 2021. He successfully applied for parole for the fourth time last year and needs to report to the Taipei District Prosecutor's Office at his place of household registration to undergo supervision. Hualien Prison Correctional Institution on the 22nd pointed out that since the Taipei Prosecutor's Office still has many detailed arrangements regarding supervisory measures, the prison will only release him once the Prosecutor's Office has made appropriate connections, meaning Niu Chengze will not be released in the short term and may not be able to return home for the New Year.

Hualien Prison Deputy Warden Yang Chuixiong stated that Niu Chengze will not be leaving prison yet. According to Article 138, Section 2 of the Prison Execution Law, supervisory matters are arranged by the Taipei District Prosecutor's Office, which then notifies Hualien Prison for execution. Currently, the Taipei Prosecutor's Office is arranging supervisory measures. Therefore, in the short term, Niu Chengze will not be released from prison, as it's “not a matter of releasing immediately upon request.” The prison must wait for the Prosecutor's Office to complete the arrangements for supervision details before they can release him.

Yang Chuixiong believes that as the High Court ruled that Niu Chengze only needs supervision and not electronic monitoring, meaning he does not have to wear an electronic anklet, the Prosecutor's Office is more cautious in arranging supervision. He hinted that Niu Chengze might regain his freedom only after the New Year.
