(Bandar Seri Begawan, 4th) Led by the Minister in the Prime Minister’s Office, who is also the Second Minister of Finance and Economy, Dato Seri Setia Dr. Awang Haji Mohd Amin Liew bin Abdullah, a delegation recently conducted a working visit to the Sungai Tujuh checkpoint in Kuala Belait to inspect a series of newly implemented measures aimed at strengthening the management and control of petroleum products (including gasoline, diesel, V-Power gasoline, and V-Power diesel).
Accompanying officials present during the inspection included Deputy Minister in the Prime Minister’s Office (Energy) Dato Azmi, Deputy Minister of Finance and Economy (Economy) Khairuddin, Permanent Secretary at the Prime Minister’s Office (Energy) Jamrawi Lang, Acting Director of the Customs Department Awang Azri Hakin, as well as enforcement officials from relevant checkpoint units.
According to the new measures effective from April 1, 2026, the government stated that, given the developments in the Middle East’s geopolitical situation since late February 2026, these measures are aimed at safeguarding the country’s petroleum supply stability and energy security.
The key points of the new measures are as follows:
1. Entry Regulations for Foreign Registered Vehicles
All foreign registered vehicles entering Brunei must ensure their fuel tank contains no less than three-quarters (¾) of fuel upon entry. Vehicles failing to meet this requirement will be denied entry. However, government official vehicles are exempt from this restriction.
2. Fuel Purchase Restrictions
Foreign registered vehicles are only allowed to purchase Shell V-Power gasoline or V-Power diesel at designated petrol stations at current market prices, in order to prevent abuse of subsidized fuel.
3. Re-entry Regulations for Local Vehicles
Brunei registered vehicles returning from abroad are not required to comply with the ¾ tank rule upon their first entry; however, if entering a second or subsequent time within 24 hours, strict adherence to this requirement is mandatory.
4. Enhanced Petrol Station Supervision
Petrol station operators must strengthen verification procedures, including checking vehicle registration plates, to prevent violations and ensure the system’s effective implementation. Any use of counterfeit or altered license plates will be legally prosecuted, and the authorities will continue to strengthen oversight and enforcement.
The authorities stressed that these measures are mandatory and are among the government’s crucial initiatives to ensure subsidized fuel is only used domestically and to safeguard national energy security.
The government calls on the public and all vehicle owners to strictly comply with the relevant regulations and actively cooperate with law enforcement inspections to ensure the smooth implementation of these measures.
