Suspected Corruption: Senior Official at Department of Water Services Charged

(Bandar Seri Begawan, 22nd) Chen Guoding (transliteration), Head of Billing Management Section at the Department of Water Services, has been charged in court.
According to Section 12B of Chapter 131 of the Prevention of Corruption Act, the defendant faces six charges of misconduct in public office.
The defendant is accused of misconduct during his tenure as the Head of Billing Management Section at the Department of Water Services (DWS) from 2015 to 2022. During this period, he was responsible for recommending companies to the DWS Quotation Committee for bidding on departmental projects. Investigations revealed that the defendant repeatedly failed to declare his personal interests in several companies bidding for DWS projects.
Investigations also found that the defendant received financial benefits after these companies won DWS tenders.
During this period, these companies secured DWS contracts worth tens of thousands of dollars.
The money laundering charges stem from funds illicitly obtained through this arrangement.
It was found that in 2015, the defendant received deposits of 140,000 and 60,000 dollars into his personal bank account on two separate occasions.
These funds were traced to the companies involved in the case, and the defendant was known or reasonably suspected to have obtained them through misconduct.
The defendant is unrepresented by legal counsel and was granted bail under strict conditions.
The case is scheduled for another hearing at 2 pm on September 4.
