Overseas Filipino Workers Still Enjoy Exemption from Airport Service Fees; New Framework Continues to Preserve Benefits

(Manila, 20th) Starting next month, Ninoy Aquino International Airport (NAIA) will increase its Passenger Service Charge (PSC) for both international and domestic flights, but Overseas Filipino Workers (OFWs) will continue to be exempted and will not be affected by the new fee framework.

The New NAIA Infrastructure Corporation (NNIC) issued a statement yesterday stating: “We recognize the sacrifices and contributions of our modern-day heroes, and the policy exempting them from terminal service fees will continue to be upheld under the new framework.”

According to the new fee standards, the international flight PSC will rise from 550 pesos to 950 pesos, while the domestic flight PSC will rise from 200 pesos to 390 pesos. This is the first increase in more than 20 years, mainly intended to improve airport operations and services.

NNIC emphasized that the new fees are still lower than the adjusted rates of 1,300 to 1,400 pesos (international flights) and 480 to 520 pesos (domestic flights) if calculated based on inflation. The fee adjustment was not a unilateral decision from NNIC but is in accordance with the Manila International Airport Authority’s (MIAA) 2024 Administrative Order No. 1 and has been approved by the Department of Transportation and the Cabinet. The Asian Development Bank (ADB) has also reviewed the relevant rates.

Since taking over the NAIA's operations in September 2024, NNIC claims to have completed restroom renovations, installed additional air conditioning systems, repaired elevators and escalators, added more waiting chairs and luggage carts, improved Wi-Fi and CCTV coverage, and widened airport exterior roadways.

Other improvements include the establishment of a centralized taxi call hub, an OFW lounge, an automated parking system, VIP lounges, increased shuttle buses and ambulances, as well as a new staff cafeteria. The airport also plans to launch a biometric boarding system next month.
