(Hanoi, 12th) – On August 11, Vietnamese Prime Minister Pham Minh Chinh issued Notice No. 131/CĐ-TTg, instructing the Ministry of Construction, Ministry of Agriculture and Environment, Ministry of Finance, as well as the Party Secretaries and Chairpersons of People's Committees of all coastal provinces and cities, to speed up investments and construction of the coastal highway system.

Vietnam possesses a 3260-kilometer coastline from Quang Ninh to An Giang, rich in resources and of strategic significance. The total planned length of the coastal highway is about 2,838 kilometers; so far, 1,397 kilometers have been opened to traffic, 633 kilometers are under construction, while 808 kilometers have yet to be invested or are still in preparation.

The Prime Minister requires localities to regard accelerating construction as a key political task, to specify it in 2025-2030 provincial resolutions, increase equipment and manpower, implement round-the-clock three-shift construction without rest, and ensure that projects begin operation at least three months ahead of schedule; projects planned for completion in 2025 must be finished no later than December 19.

All localities should prioritize allocating medium-term public investment and legitimate funds for 2026-2030, expedite preliminary preparations, and strive to have the entire Quang Ninh to An Giang section fully open by 2030. The Ministry of Agriculture and Environment must coordinate efforts on soil disposal sites and construction material supply, while the Ministry of Finance is responsible for securing funds and supporting ODA project preparation.
