1.5 Million Unpaid Fines Owe RM1.9 Billion; JPJ: 50% Discount Starting November

(Kuala Lumpur, 27th) Road Transport Department (JPJ) Director-General Datuk Aedy Fadly announced that as of now, there are about 1.5 million unpaid traffic summonses nationwide, accumulating to a total debt of RM1.9 billion. He urged motorists to seize the opportunity to settle their outstanding JPJ fines between November 1 and December 30 this year, during which they can enjoy a 50% discount.
He pointed out that this discount covers all types of fines except for non-compoundable summonses. He called on the public with outstanding fines to take this opportunity to pay through JPJ counters, online, or other payment channels.
“We urge the public to take advantage of these two months. From November 1 to December 30 this year, clearing your summons will entitle you to a 50% discount.”
This discount applies to all types of fines except the following: AwAS (Automated Awareness Safety System) summonses, Investigation Notices (114), and handwritten summonses/JPJ(P)23 (115). Additionally, fines that must go to court (i.e. non-compoundable summonses) are also not covered by this offer.
He further emphasized that this campaign will be the final wave of discount measures, as from January 1, 2026, neither JPJ nor police summonses will offer any discounts.
Datuk Aedy Fadly made these remarks when interviewed after the "Op Gempur" overloading crackdown at the Sungai Petani North-South Expressway toll plaza.
He said the offer has been approved by Transport Minister Anthony Loke, but summonses that have already been charged in court are not eligible for this discount.
He also noted that the "RM150 Discount Summons Campaign" launched in January this year received an enthusiastic response, successfully collecting nearly RM150 million, with 997,885 summonses settled.

On another note, Aedy Fadly said JPJ has launched the nationwide “Overloading Crackdown Operation” (Op Perang Lebih Muatan) from October 14 to December 31, aimed at curbing the issue of overloaded commercial vehicles. So far, the authorities have inspected 27,300 vehicles, of which 1,017 are suspected of overloading.
He stated that action has been taken under the Road Transport Act 1987 (P22), the Land Public Transport Act 2010 (APAD), and the Commercial Vehicles Licensing Board Act 1987, issuing fines to 1,696 drivers and vehicle owners, and confiscating 96 lorries.
He pointed out that vehicles targeted by the authorities mainly transport materials like stones, gravel, and steel—these vehicles frequently enter and exit “hotspot” locations such as quarries and steel plants.
He emphasized that JPJ will continue to strengthen enforcement to ensure road user safety, protect public infrastructure, and improve legal compliance in the transport industry.
Attendees included Deputy Director of Enforcement Datuk Jamanie, Assistant Director of Enforcement Datuk Jefri, Kedah State Director Siting, Kuala Lumpur Director Hamidi, and several heads of state offices and departments.
