UN Secretary-General Guterres stated on the 5th that the US military action against Venezuela on the 3rd did not respect the rules of international law, and he expressed deep concern about this.
The UN Security Council held an emergency meeting on the situation in Venezuela that same day.
In a speech delivered by UN Under-Secretary-General for Political Affairs DiCarlo on his behalf, Guterres said that the UN Charter prohibits the use or threat of force to undermine the territorial integrity or political independence of any country. The maintenance of international peace and security depends on all member states remaining committed to upholding all provisions of the UN Charter.

In addition, Russia's Permanent Representative to the United Nations, Nebenzia, said that Russia strongly condemns the US's armed aggression against Venezuela, stating that the US's actions signify a "return to the era of lawlessness."
He pointed out that the international community should not allow the United States to disregard international jurisdiction, sovereignty, and the principle of non-interference, or allow it to act as the "supreme judge" who can invade any country, designate 'culprits,' and impose harsh punishments on them.
He stated that the US is intensifying its neocolonialism and imperialism in Latin America. The US makes no secret that the real goal of its criminal acts is to exert unlimited control over Venezuela's natural resources and establish its hegemonic ambitions in Latin America.
He said that such unprecedented shameless behavior is shocking. Russia supports Venezuela in safeguarding its national interests and sovereignty.
