Marcos Establishes Presidential Advisory Office to Accelerate Pasig River Rehabilitation

(Manila, 19th) Philippine President Ferdinand Marcos recently signed Executive Order No. 92 (EO 92), establishing the Office of the Presidential Adviser on Pasig River Rehabilitation (OPAPRR) to coordinate and expedite the rehabilitation, development, and restoration of the Pasig River.

According to the executive order, the Presidential Adviser on Pasig River Rehabilitation (PAPRR) will serve as the head of the office, with a position equivalent to a cabinet minister.

The newly established office will be responsible for providing policy advice to the president, overseeing government initiatives, and coordinating with local government units (LGUs), relevant government agencies, and private partners to ensure the efficient implementation of the rehabilitation plans.

The duties of OPAPRR include overseeing the timely execution of Pasig River rehabilitation projects, unifying the policies and activities of related agencies, ensuring compliance with presidential directives, and submitting semi-annual progress reports to the president.

At the same time, EO 92 also restructures the Inter-Agency Council for Pasig River Urban Development (IAC-PRUD), with the PAPRR as chair and the general manager of the Metropolitan Manila Development Authority (MMDA) as vice chair.

Members include the secretaries of Environment, Public Works, Local Government, Labor, Tourism, Transportation, Finance, and Budget, as well as the heads of the National Historical Commission, National Commission for Culture and the Arts, Philippine Ports Authority, Coast Guard, Laguna Lake Development Authority, Tourism Infrastructure and Enterprise Zone Authority, National Housing Authority, and National Development Company.

IAC-PRUD will continue implementing the Pasig River rehabilitation plan and is authorized to sign investment contracts and agreements with government and private entities to raise funds.

As for OPAPRR's operational expenses, they will be covered by budget appropriations of the relevant agencies, subject to the approval of the Department of Budget and Management.

In the executive order, Marcos stated that the Pasig River is not only an important historical and cultural waterway for the nation but also that its water quality improvement, ecological restoration, and the development of riverside communities are key components of the government's renewal strategy.

"Given the urgency and necessity of the Pasig River rehabilitation effort, it is imperative to establish a dedicated office to ensure the efficient implementation of various rehabilitation and development measures," the executive order said.

EO 92 takes effect immediately, demonstrating the Marcos administration's commitment to restoring the Pasig River as a vital waterway, ecological resource, and cultural landmark.
