ECOSS App Effective In Curbing Leakages Of Subsidised Packet Cooking Oil - Fuziah

KUALA LUMPUR, July 6 (Bernama) -- The implementation of the Cooking Oil Price Stabilisation Scheme (eCOSS) mobile application since May last year has proven effective in curbing leakages of subsidised one-kilogramme packet cooking oil, based on market supply and the low number of complaints received.

Deputy Domestic Trade and Cost of Living Minister Datuk Dr Fuziah Salleh said the two key indicators were used to assess the effectiveness of the application in ensuring a steady supply of subsidised packet cooking oil in the market while preventing foreign nationals from obtaining the subsidised product.

“As of July 3, a total of 5.261 million Malaysians had registered with the eCOSS mobile application, and we have seen average monthly purchases of subsidised packet cooking oil reach 18 million packets,” she said during the question-and-answer session in the Dewan Rakyat today.

She was responding to a question from Cha Kee Chin (PH-Rasah) on the effectiveness of the eCOSS application in curbing leakages of subsidised one-kilogramme packet cooking oil, as well as the ministry’s measures to assist senior citizens and those with limited digital literacy in rural and remote areas.

In Johor, one of the pilot states for the eCOSS initiative, Fuziah said 580,000 consumers had downloaded the application, while 1,093 of the state’s 2,822 registered retailers were using eCOSS.

“The number of complaints over the shortage of subsidised packet cooking oil in Johor fell from nine in June 2025 to just two in June this year,” she said.

Addressing concerns involving senior citizens and those less familiar with technology, she said the ministry had introduced several measures, including assistance at retail outlets, public awareness and outreach programmes, explanatory videos, and the continued availability of manual purchases for consumers who do not own smartphones.

She said the ministry was also evaluating users’ feedback to further improve the implementation of the scheme.

In her reply to a supplementary question from Roslan Hashim (PN-Kulim Bandar Baharu), Fuziah explained that the eCOSS mobile application complements the eCOSS system by providing last-mile connectivity, enabling the tracking of the subsidised cooking oil supply chain from refineries, repackaging facilities, wholesalers and retailers to end consumers.

She added that the implementation of eCOSS mobile application is separate from enforcement operations. However, data gathered from monitoring activities and consumer complaints are used to assess the system’s effectiveness in curbing leakages of subsidised cooking oil.
