US Lists Alibaba, Baidu, BYD, and Others as Chinese Military-Linked Companies, Then Withdraws Without Explanation

According to foreign media reports, the U.S. government on the 13th published in the Federal Register that the Trump administration originally planned to list Alibaba, BYD, Baidu, Yangtze Memory Technologies, and 360 Security Technology, among several other Chinese companies, as companies suspected of assisting the Chinese military. However, this list was withdrawn shortly after it was published, with no reason given.

The Federal Register notice stated that after the document was made publicly available, it received a letter from a government department requesting the withdrawal of the relevant document, but did not specify the exact reason. Earlier, foreign media had quoted two sources as saying the U.S. side could put Alibaba and other companies on the so-called "Chinese Military-Linked Companies" list as soon as that day. Currently, there are more than 130 companies on the list, including those from the aviation, shipping, computer hardware manufacturing, and telecommunications industries.

This list is the U.S. Department of Defense's "1260H List," which mainly identifies companies alleged to be connected to the Chinese military. According to reports, inclusion on the list does not amount to official sanctions, but signals the military's stance on these companies to U.S. government agencies and their suppliers, which could affect the companies' reputation and business relations.

As early as November 2025, foreign media had already reported that Alibaba, Baidu, and others might be added to the 1260H list. At the time, Alibaba responded that such proposals were groundless, emphasizing that the company is not a Chinese military-industrial enterprise, nor has it participated in the so-called "military-civil fusion" strategy, and that its business is not related to U.S. military procurement.

The group further stated that even if it were included on the 1260H list, it would not affect its normal operations in the U.S. or globally.
