A Chinese national, Chen Guangyun (39, transliterated), who has illegally entered Singapore multiple times, once tried to bribe his way into “staying in Singapore” but ended up turning himself in.
He offered a total bribe of S$36,000 to a Singapore police officer, only to find that the officer took the money but did not “do the job,” resulting in imprisonment, caning, and eventual deportation.
According to Lianhe Zaobao, after returning to China, the dissatisfied Chen Guangyun contacted Singapore’s Corrupt Practices Investigation Bureau (CPIB) from overseas, exposing the former sergeant’s solicitation of bribes, and attempted to return to Singapore as a “witness.” However, he ultimately chose to illegally enter Singapore again, and was arrested in 2023 for involvement in a fight. On July 15, he was sentenced to three years’ imprisonment and six strokes of the cane.
Eight Charges: Two Pleaded Guilty, Four Convicted
Chen Guangyun faced eight charges, including two for illegal entry, to which he pleaded guilty. Regarding the remaining four bribery-related charges, he denied them but was ultimately found guilty.
Records show that as early as 2017, Chen was sentenced to prison and caning for overstaying, then deported and banned from re-entering. In 2019, he illegally entered Singapore again and was arrested.
At that time, he met Fu Zhiqiang, a sergeant from the Criminal Investigation Department’s Secret Society Suppression Unit, who claimed he could “help” dismiss the case and promised to arrange for him to become a police informant to stay in Singapore. Believing him, Chen Guangyun paid monthly sums of S$3,000 on six occasions, totaling S$18,000.
In addition, under the pretense of Fu’s “boss asking,” he made two more payments totaling S$10,000. The total bribe reached S$36,000.
Exposing the Officer's Solicitation Did Not Lessen His Guilt
Despite offering bribes, Chen Guangyun was still sentenced in March 2020 to 12 weeks' jail and four strokes of the cane, and was deported again that May. In 2021, upon learning that Fu Zhiqiang was being investigated for another corruption case, he took the initiative to contact CPIB, confessed to the bribery, and expressed willingness to be a witness.
However, his hope of “assisting the investigation in exchange for residency” fell through, and he was still determined to illegally return to Singapore. In September 2022, he made a third illegal entry, and was eventually arrested in April 2023 for involvement in a fight.
Former Sergeant Receives Double Sentences
The bribery officer, Fu Zhiqiang (47), has been convicted twice. Earlier, for assisting members of secret societies in evading police actions, he was sentenced to six and a half years in jail and fined S$32,500. Later, for corruption involving the Chen Guangyun case, he received an additional two years and ten months’ imprisonment and a fine of S$36,000. According to reports, Fu Zhiqiang has been suspended since December 2020.
