US 28-Point Ukraine Peace Plan: UK, France, Germany Propose Amendments and Deletions

The Ukraine peace plan drafted by the UK, France, and Germany is based on the US's new 28-point plan, with modifications or deletions made to each point.

The European version of the Ukraine peace plan is as follows:

1. Reaffirm Ukraine's sovereignty.

2. A comprehensive and complete non-aggression pact will be reached between Russia, Ukraine, and NATO. All disputes from the past 30 years will be resolved.

3. The third point of the US plan is deleted. (It is reported that the third point of the US plan was: “It is expected that Russia will not invade its neighbors, and NATO will not expand further.”)

4. After the peace agreement is signed, Russia and NATO will hold talks to address all security concerns and create an atmosphere of de-escalation, to ensure global security and increase connectivity and opportunities for future economic development.

5. Ukraine will receive robust security guarantees.

6. The maximum size of the Ukrainian military during peacetime shall be 800,000 personnel.

7. Ukraine's accession to NATO depends on the consensus of NATO member states, and such a consensus does not currently exist.

8. NATO agrees not to permanently station troops under its command in Ukraine during peacetime.

9. NATO fighter jets will be stationed in Poland.

10. The security guarantees provided by the US are similar to those in point five:

* The US will receive compensation for providing such guarantees.
* If Ukraine invades Russia, it will lose these guarantees.
* If Russia invades Ukraine, in addition to a strong coordinated military response, all global sanctions will be reinstated, any recognition of new territories and all other benefits in this agreement will be revoked.

11. Ukraine is eligible to join the European Union and will enjoy preferential short-term access to European markets during the evaluation period.

12. A robust global reconstruction plan will be provided for Ukraine, including but not limited to:

* Establishment of a Ukraine Development Fund, investing in high-growth industries such as technology, data centers, and artificial intelligence (AI).
* The US will cooperate with Ukraine to repair, develop, modernize, and operate Ukraine's natural gas infrastructure, including pipelines and storage facilities.
* Joint efforts to rebuild war-affected regions to restore, reconstruct, and modernize cities and residential areas.
* Infrastructure construction.
* Mining and exploitation of mineral and natural resources.
* The World Bank will formulate a special financing plan to accelerate these efforts.

13. Russia will be gradually reintegrated into the global economy:

* Sanctions will be lifted in phases, to be discussed and agreed case by case.
* The US will sign a long-term economic cooperation agreement in areas such as energy, natural resources, infrastructure, artificial intelligence, data centers, rare earths, Arctic joint projects, and other mutually beneficial business opportunities.
* Russia will be invited to rejoin the Group of Eight (G8).

14. Ukraine will receive comprehensive reconstruction and economic compensation, including compensation through Russian sovereign assets, which will remain frozen until Russia compensates Ukraine for its losses.

15. A Joint Security Taskforce will be established, with participation from the US, Ukraine, Russia, and European countries, to facilitate and implement all terms of this agreement.

16. Russia will enact legislation to confirm its non-aggression policy toward Europe and Ukraine.

17. The US and Russia agree to extend non-proliferation and nuclear control treaties, including the Fair Start Treaty.

18. Ukraine agrees to continue as a non-nuclear state under the Treaty on the Non-Proliferation of Nuclear Weapons.

19. The Zaporizhzhia Nuclear Power Plant will be restarted under the supervision of the International Atomic Energy Agency (IAEA), with its output fairly distributed between Russia and Ukraine, 50% each.

20. Ukraine will adopt EU rules on religious tolerance and the protection of linguistic minorities.

21. Ukraine commits not to use force to retake its occupied sovereign territories. Negotiations over territorial swaps will start from the line of contact.

22. Once future territorial arrangements are agreed upon, both the Russian Federation and Ukraine pledge not to use force to alter those arrangements. If this obligation is violated, any security guarantee becomes null and void.

23. Russia must not hinder Ukraine's commercial activities on the Dnieper River. Both sides will reach agreements to ensure the free passage of grain shipments through the Black Sea.

24. A humanitarian committee will be established to address outstanding issues:

* All remaining prisoners of war and bodies will be exchanged on an “all for all” basis.
* All detained civilians and hostages, including children, will be repatriated.
* A family reunification plan will be developed.
* Measures will be taken to address the suffering of conflict victims.

25. Ukraine will hold elections as soon as possible after the signing of the peace agreement.

27. This agreement is legally binding. Its implementation will be supervised and guaranteed by a Peace Council chaired by US President Trump. Violations of this agreement will be punished.

28. Upon agreement to this memorandum by all parties, both sides will withdraw to agreed locations, a ceasefire will take immediate effect, and the agreement will be implemented at once. The specific arrangements for the ceasefire, including monitoring mechanisms, will be agreed by both sides under US oversight.
