Talks between US and Ukrainian representatives on the US-proposed 28-point new plan to end the Russia-Ukraine conflict concluded on the evening of the 23rd in Geneva, Switzerland. US Secretary of State Rubio stated that 'substantive progress' had been made but refused to disclose details of the talks.
The talks were held at the residence of the US Permanent Mission to the United Nations Office in Geneva. At around 6 p.m., Rubio and Andriy Yermak, Head of the Office of the President of Ukraine, held a joint briefing with reporters, both stating that progress had been made. About two and a half hours later, Rubio again met with reporters, but the Ukrainian representative did not appear.
During his second press session, Rubio said that US President Trump was satisfied with the progress, adding that 'the currently outstanding issues are not insurmountable.'
When asked whether Trump had requested Ukraine accept the 28-point new plan on the 27th, Rubio expressed optimism that an agreement could be reached within a 'very reasonable timeframe,' but also hinted that the 27th was not necessarily a deadline.
He said the US and Ukraine still had some unresolved issues, some relating to wording or language, some requiring higher-level decisions and consultations, and others simply needing more time to address.
He stated that Trump and Ukrainian President Zelensky 'possibly' would hold a meeting soon.
In any case, Rubio refused to specify details of the talks, including whether Ukraine was prepared to compromise on key issues such as territory, whether the US was willing to provide Ukraine with security guarantees similar to Article 5 of the North Atlantic Treaty, i.e., collective defense obligations, or whether the US would demand Russia make concessions in response to suggestions put forth by Europe.
After the talks, Zelensky released a video address on social media, saying there were 'signs that Trump's team is listening' to Ukraine's views.
He stated that it was crucial to ensure that all measures aimed at ending the conflict were genuinely effective, and that all actions must be feasible.
