Baker was born in 1936 in Texas and served in the Army for two years after graduating from high school. After his military service, he moved to New York City to pursue acting and began taking acting classes, quickly gaining recognition for his talent.
Baker appeared in three different 007 films, playing a major villain in "The Living Daylights." However, in "GoldenEye" he "turned over a new leaf," portraying a CIA agent fighting alongside Pierce Brosnan's James Bond. He later played a suave spy in "Tomorrow Never Dies."
